$2.68 /hour separates Australia’s highest and lowest award floor

Across the 25 modern awards in our dataset, the lowest adult full-time rate ranges from $28.42 an hour (Security Services Industry Award) down to $25.74. On the same 38-hour week that is $5,318 a year between the top and bottom of the table. Rates operative 1 July 2026, from the Fair Work Commission’s pay database.

Every Australian worker under a modern award has a legal pay floor, and every award sets its own. We ranked them. The finding is not that the floors are far apart — it is how tightly they cluster, and how differently the same Sunday hour is priced on top of them.

16 of the 25 awards set their lowest adult classification above the national minimum wage, 3 land on it to the cent, and 6 sit $0.70 an hour below it. That last group matters for how you read the table: the national minimum wage is the floor for adults who are not covered by an award or an enterprise agreement. Where an award covers the work, the award’s own rate is the one that applies, and the awards at the bottom of this table publish an introductory or entry classification a little under the national figure.

What a Sunday is worth

The pay database publishes a resulting Sunday hourly rate for the lowest adult classification in 13 of these awards — the figure a full-time or part-time employee is actually paid for a Sunday hour, not a multiplier we applied ourselves. The premium over the ordinary rate is where the industries separate.

A Sunday hour at the bottom of the Security Services Industry Award carries 4.1 times the premium of a Sunday hour at the bottom of the Fast Food Industry Award$21.47 an hour of daylight — even though the Fast Food Industry Award sets the higher ordinary rate of the two. Over one 8-hour Sunday shift that is $171.76 between the two rosters. Awards that do not publish a separate Sunday rate for these classifications are not in this cut: an absent penalty is not a penalty of nothing, and we do not calculate one.

Rates operative 1 July 2026, last checked 17 July 2026. Award rates change on the first full pay period on or after 1 July each year.
Coverage
25 modern awards — the largest by employee coverage, not the full set of modern awards. Rankings are within this set, and an award outside it could sit anywhere in the order.
The ranking construct
Each award’s floor is the lowest published adult full-time ordinary hourly rate across all of its classifications. Where an award publishes an introductory, entry or graduate classification, that is the floor — it is a real adult rate the award permits, though in most awards it applies only for a limited period before the employee moves up. This study ranks floors only; it makes no claim about the top of any award’s classification structure.
All-purpose allowances
The figures are award base rates. A few awards — the Building and Construction and the Electrical Contracting awards among them — add an all-purpose industry allowance that is paid for every hour worked, so the rate an employee actually receives is higher than the base rate ranked here. The Fair Work Ombudsman’s pay guides for those awards show the combined figure. Compare like with like before quoting a single award’s floor against another’s.
What is excluded
Junior rates, apprentice and trainee rates, and casual rates (casual figures already carry the casual loading and are not comparable to a full-time hourly rate). Classifications defined by an age under 21 are excluded from the adult league table for the same reason — they are junior rates, and counting them would sink an award to the bottom of a table that says “adult”. Piece rates, allowances, overtime, shift loadings and enterprise agreements are all outside this cut.
Derived figures
The annual column is the published weekly rate × 52.14 (365 ÷ 7), the multiplier used throughout this site. It assumes a full year of ordinary hours with no overtime, penalties, allowances or leave loading. Every other dollar figure on this page is a rate the Commission published, or a subtraction between two of them.
Sunday rates
The published resulting Sunday hourly rate for full-time and part-time employees, taken straight from the database rather than calculated from a base rate and a multiplier — award penalty interaction is not always a clean multiplication. Casual Sunday rates are a different figure and are not in this cut. Penalty rates can differ between classifications inside the same award, so these figures describe each award’s lowest adult classification and not the award as a whole.
Caveats
An award floor is a minimum, not what people are paid: most employees sit above it, and enterprise agreements override award rates entirely. Classification structures are not comparable between awards — a “level 1” in one award is not the same job as a “level 1” in another, so read the table as a comparison of legal floors, not of jobs.
